Two more people have been arrested related to a robbery at London's Heathrow Airport in which over twenty individuals were injured by a substance believed to be pepper spray, according to police.

A man, 24, was taken into custody in the Lambeth area for suspected robbery and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. They both are still being held, the force said.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases upon exiting a car park lift.

A toddler aged three was among the those hurt during the incident. Five people were taken to the hospital for medical care and were later discharged.

Police arrested a 31-year-old man on suspicion of theft and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were alerted at about 8:10 in the morning GMT following reports of a number of people hurt by a noxious substance thought to be pepper spray.

The attack - an event that police said was a standalone incident and not considered terrorism - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility briefly.
